This puzzle seems to be procedurally generated. Although the game boards are different every time you press the green button, the answer must remain the same... Whatever might lead to the answer must stay true every regeneration. Test your ideas by regenerating one of the boards and comparing to what you saw previously. If something is different, that couldn't have been a vital detail. At the same time, you need to look for what did stay the same.
